kickers/flooders bye bye. mig33 team will you help?

two simple update can remove roll/bullet kickers and flooders from mig33 forever.
1. Do not let anybody send text twice in 2sec. (to stop flood)
2. Do not let anybody vote/kick just after entering the room. users have to wait 10sec to be a voter.
friends what do you think. Will not this updates remove roll/bullet kick and flood from mig33 forever? if yes then request mig33 team to help us and do the update soon.

Maybe happy. . I also think deep's idea bout stopping roll kick in mig users n admins would work happy. . Check that one out too
